Fear ads have their place in politics because they inform people of the potential consequences of their vote. They show people how important the election could be to the future of the country. A responsible voter is not going to cast their vote based on a fear ad. Therefore it is not the responsibility of the candidates not to use fear ads but rather the responsibility of the people to be responsible with their vote. Fear ads tend to be more interesting than the average ad and can draw the intrest of people who normally ignore the election. Fear ads and ads in general promote not only the candidate but the election as a whole. This is good for democracy because intrest in elections is proven to create more involved better citizens. For these reasons I believe that fear is a legitamate tactic in advertising campaigns.
